Dr. Palmieri is the leading health system and clinical operations expert in Peru. He is a Watson Human Caring Science Scholar focused on shifting the traditional health system paradigm in South America from the mechanical processes of curing patients to the humanized approach of healing by caring for people. Dr. Palmieri is an accomplished leader driven by persons and communities, creating vision, building good-will, and in developing capabilities of many – in particular nurses. Serving across multiple systems levels, he has raised the will for change by re-shaping the capability of Peruvian health sector and educational systems. Notably, his work resulted in the first three international hospital and ambulatory accreditations in Peruvian history.

Collaborating with private hospitals, Dr. Palmieri implemented safe practices such as arm band identification, hand hygiene, and new sterilization processes. He developed formal two-year fellowship programs to train in nurses in infection prevention and control, perioperative services, and leadership. Furthermore, Dr. Palmieri created a nursing governance structure to improve safety and quality, including decreased nurse-to-patient ratio from 1:25 to 1:10-12 in medical/surgical units and from 1:8 to 1:2-4 in neonatal units. Dr. Palmieri continues to impact health policy to decrease infant and maternal mortality through his work as consultant with the largest maternity hospital in Peru.

Dr. Palmieri is a professor of health sciences and the director of the Institute for Health Sciences Research at the Universidad Privada del Norte and a professor in the doctoral nursing program at Walden University both institutions are affiliated with Laureate International Universities. Also, he is an adjunct professor at the Nelda C. Stark College of Nursing at Texas Woman’s University and the College of Gradate Health Studies at A. T. Still University. Dr. Palmieri is an Accreditation Surveyor for the Accreditation Association for Ambulatory Health Care. Dr. Palmieri is a Sigma Theta Tau International Virginia Henderson Fellow. In addition he has been named a Fellow of the American Academy of Nursing, a Fellow of the American College of Healthcare Executives and a Fellow of the International Society for Quality in Health Care.

Dr. Palmieri earned a doctoral degree in global health from A.T. Still University. He is also in the dissertation phase of post-doctoral studies in evidence-based health care at the University of Oxford. His other educational credentials, include: Certificate of Doctoral Studies (Duke University); Ed.S. in Educational Technology (University of Missouri); Postgraduate Certificate in Teaching (University of Pennsylvania); M.S.N. in Acute Care Nurse Practitioner, with a specialization in nephrology (Vanderbilt University); M.B.A. in Leadership and B.A. in Management (Saint Leo University); A.A. in Liberal Arts (Pasco-Hernando Community College). In addition, he completed three funded fellowships: Information Technology Fellow (Duke University Health System), Executive Fellowship in Patient Safety (Virginia Commonwealth University), and Healthcare Administrative Fellowship (Avera Health). Dr. Palmieri was invited to participate in the Value-Based Health Care Delivery Intensive Seminar at Harvard Business School. Dr. Palmieri holds dual Peruvian / American citizenship and he lives in Lima, Peru and La Paz, Bolivia with his wife Sara Rocio Huaman and their daughter Vanessa.
